1) To enhance innovative

research dissemination of educational

3) To provide basic electronic format
services at no or little cost to the public as
a whole.
4) To provide electronic mail capabilities.
5) To provide equality in
accessibility of
materials for all library patrons.
All use of the Hopkins County -
Madisonville Public Library's P.I.N.A. shall be consistent with the
purposes, goals, and missions of the network policies.
Successful operation of the network requires that users regard
P.I.N.A. as a SHARED resource, and cooperate with a community of
diverse interests with the common purpose of advancing public
education in Hopkins County. It is imperative that patrons conduct
themselves in a responsible, ethical, and polite manner while using
P.I.N.A.
The P.I.N.A. Policy does not attempt
to articulate all
required or proscribed behavior by its patrons. The
Hopkins County - Madisonville Public Library's P.I.N.A. is an
open network in both implementation and spirit. Each
individual's judgment of appropriate conduct must be relied upon.
To assist in such judgment, the following general guidelines are
offered:
I. Any use of P.I.N.A. for illegal, inappropriate,
or obscene
purposes, or in support of such activities, is
prohibited! Illegal activities shall be defined as a violation of
local, state, and/or federal laws. (Copyright Violations).
Inappropriate use shall be defined as a violation of intended use of
P.I.N.A and/or mission/purpose. Obscene activities shall be define
as a violation of generally accepted social standards for use of
publicly owned and operated communication vehicles.
2. When your session is completed, you must back out of your
program, closing all windows and returning to the designated desktop
screen.
3. All use of P.I.N.A. must be in support of a world class public
education purpose. Users are cautioned to exercise prudence in the
shared use of this resource.
4. Any use of P.I.N.A. for commercial purposes is prohibited, as
well as use for product advertisement of political lobbying.
5. NO use of the P.I.N.A. shall serve to disrupt the use of the
network by other users.
6. P.I.N.A.'s accounts for e-mail shall be used only by the
authorized user of the account. Account owners
are ultimately responsible for all activity under his/her
account.
Recent court cases have supported the concept that E-mail
residing on a system is the property of the company that owns the
system. All electronic files are deemed to be the property of the
Hopkins County - Madisonville Public Library system
7. From time to time, the Hopkins County - Madisonville Public
Library shall make decisions of whether uses of P.I.N.A. are
consistent with the stated policies. The Hopkins County -
Madisonville Public Library shall remain the FINAL authority on use
of P.I.N.A. and the issuance of user accounts of use.
8. Some information found on the P.I.N.A. is of a mature nature and
may not be suitable for young children. Children under the age of
twelve (12) may not use P.I.N.A. without supervision of a parent or
guardian. PARENTS AND GUARDIANS, NOT THE LIBRARY STAFF, ARE
RESPONSIBLE FOR THE INFORMATION SELECTED
AND/OR ACCESSED BY CHILDREN
Wireless Internet Access
In addition to the PINA Policy above, the following policy applies
to wireless internet users:
All users of the Hopkins County - Madisonville
Public Library wireless internet access must abide by the PINA
policy. Patrons using this service must have first read a copy of
both the PINA and wireless policies and sign the log book at the
back desk to state that the user has read and understands these
policies. Any violation of these polices, and/or state and federal
laws regarding obscenity, copyright etc may result in internet
privileges being suspended/revoked and if necessary legal action
being taken.
Hopkins County - Madisonville Public Library is
not responsible for any damage incurred to hardware, software, or
data whilst using the wireless internet system or for configuration
changes that may be needed to access it. Users should have up to
date anti-virus software on their device before using the network.
The library does not provide such software. Library staff are unable
to make changes on patrons wireless devices, including setting up
wireless cards, entering SSID network identity, etc. Patrons should
have knowledge on how to connect to a wireless network.
Wireless patrons are not guaranteed a connection,
and should also remember that internet addresses are also subject to
change without notice, which is beyond the control of the library.
The wireless network provides unfiltered access to
the internet. Patrons should use caution when using this service to
prevent gaining access to questionable material.
In keeping with the PINA policy, children under
the age of 12 years old will only be allowed to use the wireless
network with adult supervision. Library staff can not provide this
supervision.
Restrictions on downloading may occur if the speed
of internet access to other stations decreases due to excessive
bandwidth use.
Hopkins County - Madisonville Public Library
reserves the right to change the PINA and/or wireless access
policies at any time it is deemed necessary.
The Hopkins County - Madisonville Public Library
is a newcomer to the development of the Internet/WWW servers. Like
many other newcomers, we are going forward using new technology with
caution. Until this disclaimer is removed, the Hopkins County -
Madisonville Public Library's PINA services should be considered as
still in the developmental stages. This means there may be
incomplete pages, misspelled words, missing links and unscheduled
server downtimes.
Also, the Hopkins County - Madisonville Public
Library assumes NO responsibility for any damages, direct or
indirect, arising from use of its PINA system, or from its
connections to other internet services.
The Internet (PINA) and its available resources
may contain material of a controversial nature. In offering PINA,
library staff CANNOT control access points which often change
rapidly and unpredictably. Users are hereby reminded that it is
their responsibility for what access points are reached. Parents of
minor children MUST assume responsibility for their children's use
of the Internet/PINA through the library's connection.
